The dark color lipstick will make you look even whiter. Which could make you look weird or sick. You want to stick to colors that accentuate your skin complexion instead of bring out it's flaws. Since your skin is fair you should stick to light colors. Pinks, reds, or just ordinary gloss. :)

OK. There isn't any info on your coloring to go on, but I think I can work with what you've provided. First of all, I'd wear the red dress. Everyone else is wearing black. Wear red, shine, and own it! I don't know that I'd do a Burgundy lipstick with it, however, unless it's very sheer. You don't want your colors competing. If you can wear eye makeup, I'd recommend putting the focus on your eyes, and wearing a very pale lipstick, or a clear gloss. Simply mascara and gloss would work even. And I'd keep the shoes and purse something relatively simple. You and the red dress should be the focus.
